Building a shell pool at home is often a well-thought-out project. We think about the pleasure of swimming, comfort, and increasing the value of the house... but much less about the tax implications, which include the development tax.
And yet, this local tax applies in the majority of cases and can raise legitimate questions: what will its amount be? Should I include it in my budget now?
To help you see clearly, Aboral Piscines offers you a swimming pool development tax simulator, which is easy to use and designed to give you a realistic estimate.
The goal: to help you calmly anticipate this stage, so that you can approach your shell pool project with a comprehensive, controlled vision and no unpleasant surprises!
In summary:
- The development tax is a local tax payable once only when constructing an in-ground or semi-inground swimming pool larger than 10 m².
- The amount depends on three criteria: the surface area of the pool, a national flat rate, and the rates voted by your municipality and department.
- Thanks to the Aboral Piscines development tax simulator, you can obtain a quick and realistic estimate to help you plan your budget with peace of mind.

What is the development tax for a shell pool?
The development tax is a unique local tax collected by your municipality, your department, and, only in Île-de-France, by the region. Unlike the property tax which applies every year, the development tax is paid only once, when you obtain your urban planning authorization (prior declaration or building permit).
The amount depends on three criteria:
- the surface of your pool,
- a national flat-rate value set each year,
- and the rates voted by the local authorities in your area.
An in-ground or semi-in-ground swimming pool, including a shell pool, is systematically concerned, as soon as its surface exceeds 10 m². On the other hand, mini-pools of less than 10 m² benefit from a total exemption.

How is the development tax for a swimming pool calculated?
The calculation of the development tax is based on a simple formula, but one that requires a good understanding of each of its components:
Pool surface area (m²) × $251 × (Municipal tax rate + County tax rate + IDF regional tax rate)
1. The surface area of your fiberglass pool
For a shell pool, this is the surface area of the water, calculated by multiplying the length by the width.
For example, the tax implications for an 8×4 pool (8 meters long by 4 meters wide) is based on a reference surface area of 32 m². For more elaborate shapes of our pools, the surface area is precisely indicated in the technical specifications of the model.
2. The flat-rate value for 2026
Set at €251 per square meterfor all swimming pools in France (excluding Île-de-France for conventional constructions which have a different scale), this value constitutes the mandatory calculation basis.
It is updated annually on January 1 based on the construction cost index published by INSEE.
3. Local variable rates
This is where the main variability in the final amount lies:
- The municipal rate can vary from 1% to 5%, or even up to 20% in certain specific urban areas or sectors requiring significant public facilities;
- The departmental rate is capped at a maximum of 2.5% and remains the same for the entire department;
- The regional rate applies only in Île-de-France, up to a limit of 1%.
The schedule and terms of payment for the development tax
The payment of the development tax occurs according to a precise schedule that is important to know in order to anticipate it well:
- Urban planning permission: It is from the obtaining of your urban planning permission (prior declaration of works in most cases for a swimming pool) that the tax calculation is established.
- Declaration of completion of works: You must declare the completion of your works within 90 days of the end of the construction site via your personal space on impots.gouv.fr, section "Real estate".
- Notification of the notice: The tax administration will then send you one or two payment notices depending on the amount:
- Amount less than €1,500: a single payment, due 90 days after completion of the work
- Amount exceeding €1,500: two equal payments, the first 90 days after completion, the second six months later
Good to know:
Include the estimated amount of your development tax in your financing plan now. Banks generally agree to include this expense in the pool loan, provided you provide a realistic estimate in advance.

You may be asking yourself these questions?
The price of the development tax varies depending on the surface area and your location. For a 24 m² swimming pool, expect to pay between €120 and €450 depending on local rates in 2026 (based on €251/m²).
In 2026, the flat rate is €251/m². For a 21 m² swimming pool, this represented between €105 and €395 depending on municipal and departmental rates.
Only pools smaller than 10 m² are completely exempt. Beyond that size, there is no legal way to avoid this tax for a permanent pool.
You will receive the notice 90 days after the declaration of completion of the work. If the amount exceeds €1,500, payment will be made in two installments six months apart.
Visit the service-public.fr website, which lists municipal and departmental rates, or contact your local town hall's urban planning department directly, which will be able to provide you with the exact rates voted by your municipality.
